Job Description

The PMSS2 Deputy Client Solution Team Lead (CSTL) will support all the functions of the CSTL as assigned, help to ensure compliance of Triumph’s Policies and Procedures and is expected to model Triumph core values and professionalism in the execution of all duties and responsibilities.


Under the supervision of the CSTL, the Deputy CSTL will collaborate to learn and get acquainted with all the responsibilities of the CSTL, and act as coverage in the absence of the CSTL (as appropriate). The Deputy CSTL should be able to execute the tasks they are assigned by the CSTL reliably and professionally while planning and managing their own schedule and client tasks. He or she will be expected to balance both client and Triumph tasks, be proactive and demonstrate a sense of urgency in dealing with assignments, communications, and issues. They will be the main point of contact on-site and be responsible for developing and maintaining strong relationships with key personnel from our Prime, maintaining a collaborative environment. They will support the CSTL with oversight of the contract team and will be looked upon to provide coaching and support the development of CSPLs and CSTMs. The Deputy CSTL should be dedicated to the success of the contract, our team and Triumph.


Team and Contract Management

  • Develop and sustain strong client (Prime) relationships (PM and TO Managers)
    • Maintain recurring TPs with key POCs for feedback on Triumph team members
  • Ensure CSPLs have strong relationships with the Team Leads of their CSTMs and have recurring touchpoints
  • Conduct touchpoints, feedback sessions and provide mentoring to CSPLs
  • Mentor and guide team members in building good relationships with clients and perform Performance Based Marketing
  • Encourage recognition for all team members, process spot awards and client recognition letters
  • Ensure team projects professionalism in all interactions with clients and colleagues (appearance, email, vmail), including honoring commitments and timely communications.
  • Ensures team compliance with federal contractor and Triumph policies/ procedures including federal labor laws, security procedures and financial reporting regulations (including time, travel and ODC).
  • Resolves personnel issues in an effective and timely fashion; involves HR and Director of Operations as appropriate.
  • Facilitates collaborative and effective team interactions and team dynamics.
  • Maintain or improve client-care satisfaction ratings
  • Manage to contract goals/targets (financial, etc.); attempt for organic contract growth

Administrative Functions

  • Conduct monthly internal PMR presentation to Triumph Senior Leadership
  • Manage compliance with Time and Expense processes including timesheet review and approval, LWOP/Negative leave policy and expense pre-approval
  • Encourage team training; facilitate training/education reimbursement process and approval
  • Participate in hiring and training; coordinate with Recruiting and CSPLs to complete recruiting process for all new/backfill positions
    • Support interviews as needed and guide CSPLs in interview best practices and tools; provide Triumph training/education as needed
    • Determine appropriate salary for new hires
    • Ensure on-boarding new hires is smooth and effective
  • Conduct performance management and oversee professional development of CSPLs and the team
    • Complete 30/90/Annual performance reviews and IDP/Goal Setting Form for CSPL team; ensure CSPLs effectively complete for their CSTMs (review & support)
    • Complete Annual Bonus matrix for all team members for submission to Director of Operations
    • Manage corrective action and departure processes
    • Complete Annual Merit Increase recommendations for all team members for submission to Director of Operations
    • Utilize UltiPro for processing employee changes (within purview)
  • Ensure off-boarding procedures are completed
  • Maintain iTriumph Project folder with contract documents, financial and team information
  • Collaborate with Contracts and Finance groups to manage contract documentation and financials
    • Awards & modifications - review scope; ensure resources/funding are accurate
    • Monthly iPerform reviews with Finance group; manage personnel/LCAT changes

Corporate and Business Development

  • Support Triumph’s business development efforts by participating in/leading, or providing resources and facilitating team participation (as needed) in;
    • Opportunity research, proposal development/review, white paper creation, past performance documentation
    • Maintenance of agency Account Plan content
    • Line of business strategy and pursuits
  • Gather intelligence on client needs and communicates those to Corporate
  • Contribute to efforts to improve quality, increase efficiency, and facilitate knowledge sharing throughout Triumph.
  • Participate in Triumph business and social functions and contributes to making Triumph functions productive; encourage team participation in meetings and events
  • Proactively suggests improvements to Triumph processes and procedures.

Qualifications / Requirements

  • Must have an active TSA badge and be on the TSA PMSS2 contract
  • Must have CSPL experience
  • Understanding of government contracting and acquisitions (preferred)
  • Experience with managing or understanding of contract financials (preferred)
